Divers Dragging Harbor In Search Of Robert Stewart

1455009_10152135070043385_1154103603_n UPDATE:   Crews have completed a SONAR sweep with no results. There are no immediate plans to explore the harbor any further and the Annapolis Police Department is investigating all leads.

Crews from the Anne Arundel County Dive Team, Annapolis Fire Department and the Annapolis Police Department are searching the waters near City Dock in Annapolis in hopes of finding Robert Stewart who disappeared early Friday morning.

Stewart, who works at Mills Fine Wine & Spirits failed to show up for work on Friday evening, December 6th.  According to friends and acquaintances, Stewart was last seen near City Dock around 1am on Friday.

This morning, crews were dragging the harbor with sonar devices. Initially they passed along the shoreline by the Naval Academy seawall and in and out of the slips and docks including Ego Alley. From there, the rest of the mooring field will be dragged in a grid.  According to a member of the dive team, if the sonar detects an object, they will investigate and ultimately send divers to visually determine what it is.  It is expected that this search will take most of the day, unless something is discovered.

Detective Tom Pyles of the Annapolis Police Department told us that there was no specific information indicating that Stewart may be in the water, but that they are following up and exhausting all leads. He added that is is not unreasonable to search the waters when his last known location was in the area.  Pyles said there has been no traces of Stewart since the disappearance. There have been no cell phone calls or texts, and no activity on any of the credit or debit cards of which the police are aware. Pyles indicated that it is possible that Stewart may have intentionally disappeared on his own and is unwilling to make contact. The Annapolis Police Department does not suspect any foul play in this case.

Robert Stewart is 36. Anyone with information is urged to contact Det. Tom Pyles at 410-268-9000 ext. 5765 or tnpyles@annapolis.gov .

A search party has been organized by friends of Stewart.  People are to meet tonight at 8pm at Mills Fine Wine & Spirits.

Developing: Friday Night Stabbing In Downtown Annapolis

Stabbing Eye On Annapolis has received several reports of a stabbing that occurred late Friday night  possibly in the first block of West Street in downtown Annapolis.

At this point, we are waiting on a response from the police for further information, but from witnesses on the scene, there was some sort of fight at or outside of Stan and Joe’s Saloon which resulted in a person being thrown through the large plate glass window of the establishment.

From other witnesses, at about the same time, police were on Main Street near the Jimmy John’s restaurant investigating what appeared to be blood on the sidewalk.

It is unknown if these two incidents are connected or if this may have involved any supporters of the University of Maryland or Marshall University. Marshall had just defeated UMD earlier in the evening at the Military Bowl.

Detectives responded to the hospital to meet with the adult male victim.  The victim initially told them that he was injured after falling on a sharp object, but later said that he and a group of friends were walking in the area of the Eastport Bridge when they encountered another group walking towards them.

The two groups exchanged words and neither group gave ground when they passed each other.  After the groups passed the victim realized he had been stabbed.

Police, Schools Announce New Safety Partnership

AACoPDShield Anne Arundel County Police Chief Kevin Davis and Anne Arundel County Public Schools Superintendent Mamie Perkins today announced a new, innovative partnership between the Anne Arundel County Police Department’s School Resource Unit, the Anne Arundel County Crisis Response System (AACRS) and the Phoenix Academy, an Annapolis school which serves special education and alternative education students in kindergarten through 12 th grade. Beginning this month, a School Resource Officer (SRO) from the Anne Arundel County Police Department will be assigned to the Phoenix Academy. The newly remodeled Phoenix Academy, complete with partner suites designed to facilitate collaborative teamwork by professionals of differing specialties, provides an excellent opportunity to provide SRO service consistent with the SRO assignments in 12 other County public high schools.

One of the best features of the nationally recognized Anne Arundel County Police SRO program is the consistent, crime prevention presence of fully uniformed police officers in schools each day. These officers instill a sense of safety by responding to calls for service, pro-actively patrolling school grounds, investigating crimes, and maintaining partnerships with parents, faculty and community members. Officers get to know the students, their families, the circumstances of their lives and the challenges they face. This knowledge of students allows SROs to guide families to support systems that are available to assist. The Anne Arundel County Crisis Response System is one such support system.

The mental health clinicians of the AACRS strive to operate as a preventive tool for individuals identified as having an elevated risk for emotional or mental crisis.  AACRS works closely with the Police Department to provide people with community resources needed to help them on their road to recovery. Through collaboration between the SRO, school staff and school system officials, AACRS Case Management services and other community partners, Phoenix Academy students and their families will now be linked to resources outside of school that help students be more available to learn while in school. The goal is to allow students to feel successful and confident in their academic environment by diverting possible crisis situations, both at home and in school, before they occur.

“This new partnership with the Phoenix Academy, coupled with SRO staffing realignment to regionalize SROs among 19 public middle schools, will provide enhanced resources to more students throughout the County,” said Anne Arundel County Police Chief Kevin Davis. “The philosophy of having uniformed police officers who help guide and counsel students has resulted in continual decreases in overall crime in our schools.”

Said Superintendent Perkins: “Anne Arundel County Public Schools has worked closely with the Police Department for many years to enhance the safety and security of students and staff and to put resources in place to assist children and families. Our collaboration with the Police Department is second to none, and this initiative is another excellent example of that ongoing partnership. I thank Chief Davis for his vision and leadership.”

Since its inception in August 2007, the Anne Arundel County Police Department’s School Resource Unit has enjoyed a partnership with Anne Arundel County Public schools that has led to our agency being recognized as a state and national model of school-based policing. (Maryland Outstanding Crime Prevention Program; National Association of School Resource Officers Model Agency; School Safety Advocacy Council Award for Excellence).

Annapolis Police To Target Crime In Public Housing

AnnapolisPolice Chief Michael Pristoop announces the formation of a new team of police officers tasked with helping neighborhoods fight crime.  This new team, the Neighborhood Enhancement Team or NET, consists of five police officers, including a sergeant.

The goals of NET are to help the community solve problems, maintain positive citizen/police relationships, increase police visibility, and conduct enforcement.  The team’s initial deployment area will be the Housing Authority of the City of Annapolis communities of Harbour House and Eastport Terrace.

NET will fall under the supervision of the Commander of Special Operations.  The team is based on the “Safe Streets” model used in Boston which recognizes that violent crime is concentrated in a few small areas.  Officers will work very closely with the community to help identify and resolve problems.  The team will be proactive and flexible, enabling deployment and problem-solving strategies.  By concentrating the officers’ efforts in these areas, largely on foot patrol, the Annapolis Police Department hopes to improve neighborhood safety.

“I strongly believe foot patrol is an effective crime fighting strategy that is proactive and enhances police visibility,” said Police Chief Michael Pristoop.  “But NET will be more than that.  It should be a long-term approach to help build bridges and improve police-community trust.  Officers will be within reach of and known to the community.  Eastport is our first neighborhood for this initiative, but others may follow.”

Annapolis Crime Report: 7 Rapes, 4 Murders In 2013

$
0
0

For the fifth year in a row Annapolis crime remains at historic lows. Overall crime increased less than one third of one percent in 2013 compared to 2012, yet violent crime marked a 34 year low.

The Annapolis Police Department follows the reporting rules established by the Federal Bureau of Investigation and the Uniform Crime Reports (UCR). The crimes reported are classified as Part One Crimes that encompass the following: homicide, rape, robbery, aggravated assault, burglary, larceny, and motor vehicle theft.

Crime reported in 2013 increased by a total of four offenses from crime reported in 2012. Violent crime, which includes homicide, rape, robbery, and aggravated assault, was reduced with seven fewer crimes reported. Unfortunately, Annapolis experienced four homicides in 2013, compared to two in 2012. Rape reports also increased in 2013 and while robbery reports increased from 2012, they are sixty-eight percent lower from 2007. Big reductions were made in aggravated assaults, with 23 fewer than 2012, the lowest number since 1979. Property crime which includes burglary, larceny, and motor vehicle theft increased one percent. Significant reductions of nine percent and twenty percent were seen in burglary and motor vehicle thefts, but there was an overall increase in larcenies mostly driven by an increase in thefts from vehicles.

While not a dramatic change in the overall crime rate, the 2013 crime numbers help focus the department’s efforts to better serve the public. Three out of the four homicides Annapolis experienced were domestic related. To address the rise in domestic related homicides a detective is now dedicated to all domestic related incidents. The detective’s responsibilities include investigating domestic violence reports, reaching out to victims, and improving our coordination with the States’ Attorney’s Office. The goals are to identify and stop offenders before fatal violence occurs and also to strengthen prosecution. For property crimes we recognize that more than eighty percent of the thefts from vehicles reported were vehicles left unlocked. The department plans to increase our education efforts to help the public be proactive and take precautions.

Screenshot 2014-02-05 10.32.46

New police department initiatives like the Neighborhood Enhancement Team (NET) seek to focus our efforts in crime prevention and problem-solving in neighborhoods disproportionately affected by crime and calls for police service. NET was instituted January 16 and the team is concentrating in the Housing Authority of the City of Annapolis communities of Harbour House and Eastport Terrace. Their goals are to work with the community to solve problems, increase positive citizen/police interactions, and conduct enforcement. Using foot patrol as a strategy they will increase police visibility in the community and employ traditional and innovative police work.

Being proud of the continued effort made by the members of the Annapolis Police Department, Annapolis Police Chief Michael Pristoop credits the comparably low crime rate to their continued vigilance and attention to duty. Effective police strategy and motivations along with a high level of community involvement led to 2013 crime levels remaining at historic lows. “Our officers work hard everyday in an effort to make Annapolis a safe place to live, work, and visit,” said Chief Michael Pristoop. “This hard work, combined with effective strategies, has kept crime at historically low rates. We will continue to push and develop new strategies to tackle crime.”

“The Annapolis Police Department’s dedication to our City is evident,” Annapolis Mayor Michael Pantelides said. “I applaud Chief Pristoop and his department’s commitment to the citizens they serve and their ongoing efforts to bolster community outreach, which is paramount to crime reduction and increased public safety.”
